Separation of duties proposed

The minority leaders from both of North Dakota’s legislative chambers have worked together to develop a letter requesting the North Dakota Industrial Commission to separate the duties of the N.D. Dept. of Mineral Resources director. Currently, the director, Lynn Helms, serves as the lead regulator of the oil industry in the state. The legislators say that Helms is also the lead promoter of industry, which they report as a conflict of interest. The separation of duties was initially introduced in Gov. Jack Dalrymple’s 2011-13 executive budget. Helms says that changing his role would require significant changes to current state law. See the full article from the Bismarck Tribune.
