ND utility challeneged by coal regulations
Utility leaders are faced with uncertainty due to a lack of national energy policy, according to Basin Electric Power Cooperative environmental manager Lyle Witham. Speaking at a Wyoming event last month, Witham cites that the rules and regulations from the Environmental Protection Agency remain unfinalized, causing several planning problems for the utility, based in Bismarck, N.D., to plan for future development.
