Groups limited in ND suit

Seven environmental groups were hoping to join forces with Minnesota in the lawsuit North Dakota filed last year against its neighboring state to invalidate the Next Generation Energy Act. The 2007 law restricts North Dakota coal-powered electricity from being sold in Minnesota. A judge ruled this week that those enivronmental groups would not be allowed to join in, but that they may ask permission later to offer a “friend-of-the-court” submission. Earlier this year a federal judge ruled that North Dakota could move
